Court Appointed Special Advocates (CASA) for Children of Atlantic, Cape May, and Camden
Counties and its trained volunteers speak on behalf of abused and neglected children in the
foster care system and are dedicated to ensuring these children are placed in safe permanent
homes as quickly as possible. CASA has devoted over 20 years advocating for children and
youth living in foster care by training, supporting, and coaching community volunteers to be
their independent court advocates. Through our work, we have paired thousands of children
and youth living in foster care with a CASA volunteer advocate.

When abuse or neglect forces a child from their home many people enter their lives. At the
center of all of these people is a child, whose future is determined by what happens during the
months or years that they spend in foster care and what actions occur on their behalf. At 21,
youth must leave foster care, whether or not they have a permanent home. Without proper
guidance and preparation, these young adults face educational and other challenges that can
make it difficult to navigate living on their own. A young person absent of any family ties lacks
the foundational support and guidance that all youth need as they mature into adulthood.

A CASA volunteer is often the only consistent presence in a foster youth’s life, helping them
navigate the most stressful time of their lives. According to Judicial Perspectives Survey and the
Path to Evidence, judges report the impact of CASA volunteers is most pronounced in
“promoting long-term wellbeing” (92%), “appropriate services to child and family” (83%) and
“psychological wellbeing” (80%). A child with a CASA volunteer is half as likely to re-enter foster
care, less likely for long-term care, more likely to have a plan for permanency, and, more likely
to achieve in school. A local family court judge has expressed how CASA makes a difference,
saying, “CASA provides a voice for children in abuse and neglect cases. They provide the
children’s individual perspective to the Court and the attorneys that may not be available from
any other source.”
